ACT Chief Minister Jon Stanhope says he is interested in the idea of introducing a congestion tax for drivers.
Federal Treasury secretary Ken Henry has indicated recommendations for reducing road congestion could be a part of his review of the tax system which is due in December.
He says the cost of congestion could amount to $20 billion a year in 2020.
Mr Stanhope says a congestion charge is worth considering.
"I would be interested in any conversation around what we can do to encourage people to use public transport," he said.
"One of the levers Government has in relation to that is to adjust the nature of charges to actually make public transport more attractive and make a private car less attractive."
