though not necessarily expecting an announcement regards Kiliwani from Key management until perhaps data is interpreted, the quote from Aminex "gas plant expansion likely to be given regulatory go-ahead" is probably enough to merit some speculative buying now. why bother with the permits if it didn't look a goer?
