There is one thing I find a little odd about the China Gas Tank project: I have been over the AQSIQ site several times, searched news etc. It is clear that their mandate is consumer protection and safety.

There are also several related entities which exist to monitor special equipment, including gas tanks. It is possible to find alot of detail as to how to become a licensed manufacturer/supplier and the inspection process/standards for this equipment. But there is no reference to any activities of a type which would necessitate consumers carrying ID cards. Neither have I found any references to such a project outside that provided by TPID and ETC. This may be simply because I don't read in Chinese.

It would be interesting to get an explanation of where the ID cards fit. Issuing consumer ID/consumer monitoring is not generally an activity of national consumer safety organisations.
