i dont think talbot can creep in the stock just yet to increase his holding over 20%. That opportunity will come in time for him if he wants it. Tata have about 10% from memory, so maybe they topped up down here pre the license. I certainly hope so and it would make sense. the wild card might be a new player altogether climbing onboard. If its a new player, they don't have to make an announcement since its just under 5%. its very positive regardless since they paid a 30c premium to secure the line. it was not long ago that funds would have been happy so sell at a 30c discount.time will tell.
