There is a relationship between market conditions and valuation.
If you believe that the required return for equity holders (cost of equity) has shifted materially in the long run, then this quite rightly results in a higher discount rate being applied to future cashflows when you are performing your valuation analysis.
The question now is whether market conditions are indicating a long term shift in the cost of equity.
