If the future prospects are that good and the profits appear to be that good down the track - a big bond issue would put them in debt but if it pays off then repaying it with future revenues would be easy enough.
Then all that remains is the risk factor if it should for any reason fail ?
The best onshore award though can be used as PR to attract investors to the company.
