That theory is nonsense spin. There are very few people who have a realistic choice between using a toll road or another road. And that choice is going to be made based on time saved. In any practical scenario the difference in fuel consumption cannot even be measured.
When fuel prices are high, people are going to avoid long journeys. The long drive to a mall way over the other side of the city is not going to be worthwhile just because they have a sale. It is going to cut discretionary journeys, not essential ones.
People will drive LESS and use toll roads LESS.
