Of course they could solve this dilemna by growing food tree crops and then there is no argument here at all. Provide a sink AND produce food. Politicians would be all over this model. There is no shortage of aridland tree crops. Dryland olives, Australian sandalwood, argan nuts, quandong, carobs ... the list goes on.
