Your slippery talk had me confused at first.

In terms of slips, loading the toe, is the accepted best practice of stopping them. I think filling a hole with water may do that very effectively.

"why this may be stalling" or could it maybe take a while to get the i's dotted and the t's crossed.

The devil is always in the detail. I imagine there are permitting issues, subdivision issues, easement issues, infrastructure sharing issues, pollution issues etc,etc to be sorted before a cautious board would let cautious management start singing about a potential deal.

At least its unlikely the greenies will come up with a hairy faced marsupial that will become extinct by virtue of being sucked to its gruesome death in the turbines. Its a green project after all which will hopefully very soon get the green light.
