Its even better if you read between the lines.
GGG stated at the Greenland Day Toronto that the SIA was almost completed. It was being held up as some final requirements on the EIA had to be done so to fill in the few final gaps on the SIA.
Therefore these outstanding items in the EIA must have been completed.
It sounds much like the EIA has made considerable progrress and submission can only be next.
