A vehicle allowance isn't about salary sacrificng or packaging a car, it's quite literally a no-questions-asked travel allowance, rental cars, taxi/uber.
Nobody is suggesting he's purchasing a MV. If anything the Company would be purchasing motor vehicle in the name of the company for business use. This is considerably different to a vehicle allowance.
