Firstly. Could you please write IMHO after "they struggled to raise $5m" this is your oppinion not fact.
Secondly "how an earth are they going to raise 1.4bn. You do understand the difference between running liquidity (CR) and a project facilities for FID.
Thirdly, The facilities will be structured into different tranches with specific designations and timeframes.
