I like your optimism, but I don't know why you think it is likely. I think is is a bit of wishful thinking perhaps?
Why did Spark chose Norwood? Could be many reasons and the 4C will probably give you the answer. Personally I think Norwood offered the contract close to break even, only with the intention that it could "spark" more interest elsewhere. Now the interest (according to Norwood) was "sparked. Interesting to see if they can close a commercial deal this time.
