You can read the announcements for yourself:
1. The last "Notice of change of interests of substantial holder" announcement for Cohen was on released on 10/7/2018, showing they still held around 18 million shares. Any significant change would have required another announcement.
2. Last Annual Report, announced on 28/9/2018 shows holding of 18 million shares.
The shares could not be transferred before today as they were in escrow until today.
