i am of the opinion it is ELF incentive.
But they should have done this at the begining not half way through which is kind of maneuvering to take advantage.
they should have completed the bond as the fault squarely was with ECT for assuming that NMDC would table RCA in mid March board meeting.
The bond should have been raised with no assumption.
taking two different approachs in raising bond from one announcement is market manipulation IMO.
