Please explain, under the proposed changes, who will pay double tax and how that would be calculated?
You appear ignorant of the existing system as well as the proposed changes.
I do not see how anyone will be double taxed when the proposed change is to prevent those who pay no tax getting a rebate. If you're a taxpayer nothing changes
