Polly Chinese government is trying to clean up their environment that necessitates the use of graphite anodes and electric arc for the creation of steel rather than the outdated smelters that burn coal. China is far behind the rest of the world, sooner or later they will need to transition or risk the unstoppable pollution and diseases that go with it. If you read the Chinese newspaper you will see that the new environmental legislation is very strict and local government is complaining non stop.
