1 Introduction Technology Metals AustraliaLimited (TMT) on behalf of the KOP Ventures Pty Ltd (KOP) propose to developthe Gabanintha Vanadium Project (the Project) located in the Mid-West region ofWestern Australia (WA). The Project is located approximately 615km north-east of Perth and 40km south-east of Meekatharra, adjacent to the Meekatharra-Sandstone Road. The proposed Project is situated predominantly on pending Mining Lease M51/883 held by the KOP Ventures Pty Ltd, a wholly owned subsidiary of TMT. The Gabanintha Vanadium Project includes the development of up to three open pits and associated infrastructure including processing facilities, tailings facilities, administration buildings, haul roads, light vehicle roads, water infrastructure (supply, and dewatering) and waste rock landforms.
1.1 Background TMT was incorporatedon 20 May 2016 for the primary purpose of identifying exploration projects inAustralia and overseas with the aim of discovering commercially significantmineral deposits. TMT’s primary exploration focus has been on the Gabanintha Vanadium Project with the aim of discovering and then developing a supply of high-quality vanadium pentoxide (V2O5) flake product to both the steel market and the emerging vanadium redox battery (VRB) market.
Mineralisation at Gabanintha has aconsistent high-grade massive vanadium–titanium–magnetite basal cumulate unit,which results in an overall higher grade for the Project comparable to othervanadium projects, ensuring a smaller mining footprint.
1.2 Document Purpose
This document has been prepared tosupport a Section 38 referral under the Environmental Protection Act 1986 (WA)(EP Act). It provides detailed information on the proposed Project, an assessment of potential impacts and mitigation measures that will be implemented to avoid and where this is not possible to minimise impacts on the environment. This document has been prepared in accordance with Environmental Impact Assessment (Part IV Divisions 1 and 2) Administrative Procedures 2016

The Gabanintha Vanadium Project(Project) is located approximately 615km north-east of Perth and 40kmsouth-east of Meekatharra, adjacent to the Meekatharra-Sandstone Road. The proposed Project will consist of up to three open pits and associated infrastructure including administration facility, haul roads, processing facilities, water infrastructure (supply and dewatering) and waste landforms. Technology Metals Limited will develop the mine on behalf of the KOP Ventures Pty Ltd, a subsidiary of Technology Metals Australia Limited (TMT). TMT is the proponent.
The purpose of this document is toprovide supporting information relevant to TMT’s Environmental Protection Act1986 Section 38 Referral to determine whether the Project should be formally assessed. Section 1 of this document provides an overview of the Proponent, development envelope, tenure and regulatory framework.
The proposed Project is envisaged tohave a maximum disturbance footprint of 1,060ha within a development envelopeof 5,452.52ha. Section 2 of this document provides a detailed overview of the Project including mining, processing and supporting infrastructure. The Project justification and alternative options are also considered in this section.
Stakeholder engagement commenced duringthe planning stage of the Project and will continue during the life of theProject. Section 3 lists the key stakeholders associated with the Project and described the engagement activities completed to date.
Baseline studies have commenced withinthe Project Development Envelope to understand the environmental and socialcontext and potential impacts associated with the proposed Project. A summary of the regional information and findings obtained to date from baseline studies are provided in Section 4. Copies of the complete baseline studies are included in Appendix B. It is noted that the biological surveys completed to date are restricted to the main mining and processing areas within the development envelope. Detailed baseline studies to describe the biological and environmental values, and inland waters within the broader development envelope have commenced, however, were not available at the time of drafting this document.
Using the available baselineinformation, the four key environmental factors have been identified for theProject. These environmental factors, including the related impacts and proposed mitigation measures, are discussed in detail in Section 5. The key environmental factors are:
