Welfare is negative tax. Criminals who spend much of their lives in jail at a cost to the tax payers of over $100,000 a year., get government pensions when they retire, and they probably paid no tax when they were not in jail. Chronically unemployed folk live most of their lives on welfare, and are given a pension and other benefits when they are older, in spite of contributing near-zero to the state coffers. Something similar applies to low income earners, they pay little tax, then horn in on a pension that is worth more than their contribution to the state coffers warrants.
The ethical answer is, get rid of welfare.
