I just figured out why NMDC didn't table the RCA at the recent board meeting.
The reason is because they are waiting for NLC to approve first. Wasn't this part of their agreement? As long as NLC approve NMDC will also approve. At this stage NLC hasn't approved the "frozen" RCA.
It makes sense now.
