OK I got a call from Vic and hopefully have it correct.
Basically the installation was working as intended during the trial period and supplying the grid at expected output in the kilowatt range. After the trial it was disconnected by the power company, but as the PV produces power whether connected to the grid or not it continued producing which shorted out diodes. This sort of thing is expected in trials. Currently it is only showing the trickle of power. They are scheduling to replace parts and return it to production in April.
The monitor is intended to show the production of the whole installation not just the one panel.
