I suspect halt will remain until the NLC board meeting is concluded on the 18th, with announcement on next steps i.e. signing ceremony.
It doesn't make sense for the halt to be lifted if the board approval was received, because it would probably have to go back into halt before the NLC meeting.
There's too much risk of word getting out about the approval (more so on India's side) so risk of insider trading is extremely high.
