The dominant exporter of RE is past, the dominant PMM producer/exporter is future, (maybe 2025?) so the RE exporter becomes the importer while they work on it. They will be competing one level up, against Japan. Still some catch up to do on IP but that's the goal.
Killing the LAMP and suck up Lynas's ore may help too. Just my speculation!
