Ann: Change in substantial holding, page-11

I personally struggle with these announcements
as it is clear they have increased holdings by 2%
however it is also clear they have borrowed a lot of stock as well as holding stock
my opinion is they are definitely holding shares and bot selling and increasing holdings on dips
or they are now holding more stock to short again
as I said I don’t fully comprehend
the question is does the borrower now hold the stock until it returns thus giving a false reading they are increasing holdings when really they are getting ready to short
any help would be appreciated
