Sounds like the Indian concept of a deadline has rubbed off on ECT management - Extend and Delay Boys... Extend and Delay! (visualize madagascar penguins)
Sounds to me like lots of people applied for the 30% discount, and applied for excess above their allocation.
And that very few have applied for the 17%...
thus they want to extend the deadline for the 17%, to get more of the cheaper people in, so they dont have to give out all the extra 30% discounts.
**all just an opinion, and probably a useless one at that**
