A stock/domestic bore is never metered but irrigation bores are . The meter is basically like a small outboard motor propellor in mid stream in the casing . with strict specs on how they are positioned , no real way they can be interfered with & believe me the local meter readers are well acquainted with each bore & the activities of the owners , they are not stupid.Its easy to tell if a bore is reading true you just watch the meter turning & time it with a stop watch the outflow for an experienced person will soon tell them if something is fishy
