As for the timeline graph, I would think they would be tinkering with this plant for sometime. If you have worked in a plant startup it can take some time to work out the bugs. See the Ann 4/2/19... already mentions possible replacement of pre-treatment section depending on results. Remember this is a new concept.
It is much better and cheaper to use the pilot plant for a number of different possibilities before a production plant is built.
