Because politically a lot of feral cats must be herded. Fuzzy's sadly mislead fan club, and all the other Wrong Uns, have to be slowly, imperceptibly led to accepting they can live with Lynas.
Yeo has to retain the trust of the herd, look tough on Lynas, and yet lead these cats to a sensible place. She's part of a mechanism that will optimise Lynas' activities for the benefit of Malaysia.
AL's keeping her profile down - but no doubt she's having tea with the right people and there's some Sayang-Sayang.
