Pretty simple imo. Announced early enough that can oy be one of two things.
1. Was always on the cards once they approached this zone. TH will negate any insider trading (most likely imo)
2. On initial entry early signs are good, TH to stop leaks.
Too early to TH because of lack of oil. They've bearly entered the formation lol!
