If the fund has inflows, and it wants to replicate its index, then yes it should be buying all of its constituents. GXY is a little under 2% of the fund, so a USD1m inflow is about USD20K of buying in GXY (usually benchmarked towards the close as the indexes that ETFs track tend to strike a close price)
