The write up, backed by all of the (limited) info on SEDAR from ESI/BMR and the BMR financials on their website show a methodical but very private program of exploration and investment in Cobalt Canada. They've even paid a non refundable 10 million bucks in November to build a production plant . . that wouldnt happen lightly. They have even said as late as November "we will IPO Q1" 

. . .  probably kept them quiet is the Cobalt price isnt spectacular and a handful of long term investors have backed all the cash so they dont really need to sell anything just yet?
