Plank's constant is a unversal constant with dimensions of joule x seconds and has numerical value of 6.626176 x 10-34. An incomprehensible small quantity with no other parallel in the universe. It is the smallest measurable unit in the universe. In fact it defines the limit of physical measurement as per Heisenberg's uncertainty principle where it comes into his seminal equation.

It basically defines the relationship between canonically conjugate variables such as position and momentum. The more precisely the position a particle is determined, the less precisely its momentum can be known, and vice versa. The mediator of this relationship is Plank's constant.
Funnily enough Plank's constant has dimensions but in the Standard Model of particle physics

there are 25 universal physical constants about half of which (the masses of fundemental particles) become dimensionless when expressed relative to Plank Mass. One Plank Mass is approximately the weight of a flee egg ~0.2 milligrams.

Fundamental physical constants cannot be derived and have to be measured and the holy grail of theoretical physics, "The Theory of Everything", is to find first principles from which all of the fundamental dimensionless constants can be calculated and compared to the measured values.
The large number of fundamental constants required in the Standard Model has been regarded as unsatisfactory since the theory's formulation in the 1970s. The desire for a theory that would allow the calculation of particle masses is a core motivation for the search for the physics beyond the standard model.
Now was Brian's scale factor dimensionless or not!!!, it certainly isn't a universal constant.....lol
