The suspension have to be lifted first , before they can raise capital , whichever way . ASX must give shareholders an answer immediately, why should there be a delay. As long as they state the prerequisites , the new BOD must meet them , that's all , simple as that. Don't see the reason for them to hold shareholders for so long . As stated , the exchange has as much responsibilities to shareholders and delaying the suspension serve no purpose at all.
