Having an office closer to civilisation is always a good thing. As a worker you don't want to be stuck in the middle of nowhere unless you need to be. It opens up the talent pool.
Salaries in USA aren't that flash in general, but also keep in mind costs of living are cheaper and this is a teeny tiny startup really. At this point the pilot project isn't that big, I'd expect for the full scale plant then that'll require some expensive talent.
