Agree with the first part. That's the reason why they lend their shares to shorters. They gain an income from fees. Whilst also being able to average down and accumulate at a cheap price. It's win win for all involved. Retail investors only lose out when they are forced to sell and can't anticipate how low the sp can be pushed.
