I think that some customers like the GDOT and FHWA are willing to take an increase in up front costs as a trade off against decreased maintenance costs. Other customers like precasters and shotcreters see the main benefit of early strength, reduced cement and reduced shrinkage. They have no need of increased final strength, as long as it meets required specifications. Additional strength is simply "wasted", unless the engineers redesign the bridge beams to take advantage of it.
Adapting is what they are doing.
