Hi Tinhat,
There is no doubt in my mind that what page 6 is saying is that,
1) the access to the Pn'yang-PNG-LNG pipeline looks promising/encouraging, and hopefully will bear fruit (a beneficial opportunity), but
2) just in case it doesn't bear fruit, it is appropriate to keep progressing WLNG as a fallback (and possibly a negotiating) option.
