I'd say classic misdirection by the author TGN (and nobody is fooled).
The fact is that nobody is claiming that the limit should be set in stone. People are demanding though that it shouldn't be moved simply to make life easier for the hydraulic fracturing industry. For the limit to be raised they would logically have to prove that they have demonstrated that they can control matters so that the limit could safely be increased. So far Cuadrilla have demonstrated the exact opposite so no reasonable review could conclude that the limit SHOULD be raised. To take that view is NOT to say that the limit should be fixed in stone, it is just saying that it should not be raised without evidence of the industry's ability to control seismic events. As Mr Egan reassured the world that seismic events wouldn't happen at all the month before he went on to cause 57 of them it really is hard to see how anyone could rationalise increasing the limit based on empirical observation.
