I remember once driving down a country track in a remote part of Victoria and seeing a trailer load of rubbish dumped off the track. Disgusting. So ugly and in a pristine environment. But if the person who did it wasn't caught, they got rid of some rubbish for free. Obviously no social conscience.
On a larger scale, if companies can dispose of something for as little as possible, and don't think they'll get caught, they might try the cheaper option. It means savings of big $$.
Option 1. Companies develop a social conscience and dispose of all waste properly, whatever the cost.
Option 2. The EPA monitor closely the chain, from source to disposal, and prevent illegal dumping.
What do you think will happen?
Me, I believe the EPA is under the pump to lift their game and their "hit rate" of dodgy businesses.
I've heard from a person, who should know, that the fellow who stored the barrels of toxic waste in Melbourne factories, may only be charged with breaking "regulations" not laws. The EPA don't even know what's in the barrels. I do hope they lift their game and become an organisation to be feared, obeyed and respected. I live in hope.
That hope is, of course, that NAG, having done everything by the book, gets every kg of PASS that comes out of the ground.
