The problem with pilot plants is that they are often hard to scale up, however it may be advantageous to put in a small Lab sized plant capable of processing one or two tons of Ore per hour. It could be used to produce suitable bulk samples for the end buyers to tune their refining on, and also as a training plant / on site assay Lab to teach future local operators the fundamentals.
I can't see the advantage of having the customer being a partner ~ it would give them access to too much commercial information; Not that it is going to be a very expensive plant anyway, I suspect most of the International Banks will be fighting at the door trying to provide finance for this, not so much for the interest on the CAPEX but simply to be the conduit for the future cash this operation is going to produce !
