Hmmnnn you ask how can PEN gain from a ST U price improvement and yet you ignore the fact that there's less than 375k lbs contracted in 2019/20 and even if low pH doesn't go ahead PEN will likely produce ~200k+ lbs + the 225k lbs they're buying at ~$23!
Now if low pH goes as planned they'll likely be producing 2-3m lbs i 2019/20 but even if it takes time to ramp up and isn't as initially effective as hoped they'll still have multiples of their contracted volumes available for sale in new contracts or even at spot or in ST market...
