I dont think there is an illusion that Mcglinn is helping for nothing
But they reality is that the amendment makes the ABG goverment in charge of Special Mining Lease area, and not RTG
Panguna Mine is a national issue, not only local issue
And the proposed amendment does not strip landowners of any ownership rights
I think what is hard for some people to understand is that under Bougainville customs, landowners are not the same as landowner groups
And individual landowners do not own the land but it is the clans 
and the clans only hold the land for future generations by custom
