Attemting a takeover of a microcap like PIO is a very difficult thing to do.  There are too many sharks out there who want a position and the sums are too small to discourage even the smallest wannabe.  Experienced operators will not attempt it unless they have directors support and a good lump of shares tied up.  I can't see this board agreeing to accept a takeover at 3 cents.  any offer at that price would see an immediate jump.
