As a business owner myself I can understand delays and deadlines not being meet ( mostly due to third parties ) in this case the moz gov.
This is not a TON issue as they have done all the paper work and due diligence needed to get this accross the line. 
A little support from TONs representitive should get this thing moving along  , but only PC and the rest of the team will know why this is progressing so slow.
At the end of the day, I would understand the need for financing to come through in the new tax year, as that would be a F-up and a tax liability straight off the bat if a large cash injection came through and they were hit with any royalties owed and a big tax bill..

Im buying back in the dips as the accumulator at the moment is doing.
