I'd say it's just a program of forward payments/bonus/remuneration to promote stability ... I know 'investors' don't like to see expenditures full stop, but sometimes they help advance a project/outcome...
it would be foolish to put a near end date on it because if TO negotiations take even slightly longer you'd have the distraction of wrestling new remuneration packages in the moment of negotiating a takeover.. then you'd see conflict!
