The MOU may not be binding but it certainly lets the market know that they are exploring manufacturing options. I agree with @superjoy that manufacturing in Australia is never really an option for products like this. If they did, Quantify would price themselves out of the market. Hopefully we will see the first commercial production run soon after a manufacturer is appointed..
