From my understanding which may be wrong but the refinery site was donated by the NT gov to TNG so how can a rezoning take place or be required if the gov has already allocated that site for the purpose intended by TNG? There are already other industries there so a relatively green refinery must have all the issues addressed from other companies EIS's unless of course that TNG ignore the guidelines like they did with the bore water.
