There really is corruption everywhere you go, even Western countries. The only difference is how greedy the corrupted are. For example, for someone in power, do they "skim" some personal gain off the transactions, or do they go hell for leather and maximize personal gain knowing it will ultimately screw their own country?

Often the answer to the above depends on a lot of things, none of them has anything to do with the race or the morals of the individual. If a person was allowed to choose, greed will always win. The fourth estate, level of poverty of the general public, the government's power over the armed forces... All these determine how greedy that person in power can be. Unfortunately in DRC, all of these factors are favorable for the person in power.
