While optimization test work is important I would surmise that any changes to the original process flow sheet will need to be included in the ML at some stage. For now I would expect the ML application to be based on the original process flow sheet.

Any alterations required to the process flow sheet due to optimization test work should be added after the ML has been granted as an addendum so not to delay the application process.
