Thanks Froggy. If Silvermarc already contacted him, I'd rather not bother him as I'm sure he's super busy already. I get a feeling this would not be due to a policy change, as any such change would not be applied retrospectively. My gut feeling is, although I'm not an expert, the guidelines around the grant might have been too loose that they may have been getting too many grant requests that they might have felt the program wasn't serving its original intent. I know IVR got around 600K a few months back as with, I'm sure, many others.
